A highly motivated Geospatial Scientist with over twenty publications in both local and international journal and conference proceedings. His research and work focused on Urban Remote Sensing, Geographic Information Science Advances, and Satellite Remote Sensing Applications with successful Expert Workshops and Project implementation for National Space Research and Development Agency (NASRDA), United Nations (UN-FAO), World Bank (through NEWMAP), ECOWAS, Universal Basic Education Commission (UBEC) etc. He has a multi-disciplinary background from urban and regional planning, environmental science, disaster management, geospatial-intelligence researches and applications to socio-economic, environmental, urban and regional, population studies and many more. I am confident and enjoyed the experience of working in different cultures or countries. He is keen to work with cerebral scientists to develop new techniques and methods to maximise the potential of geospatial data and information analysis and integration for urban planning and management, environmental modelling, monitoring and big data management. He is a team player as well as a mentor with good communication, presentation and motivational skills, and an intuitive ability to make people work towards realisation of their potentials.

He Obtained both National Diploma and Higher National Diploma in Surveying and Mapping between 1986 and 1991 and obtained Post Graduate Diploma in Computer Science and Geographic Information System from Federal University Technology Minna and Regional Centre for Aerospace Survey Ile-Ife between 1999 and 2003 respectively. Surv Dr Bilshakka has master’s degree in Geoinformation Science and Earth Observation with Specialization Land Administration and Management from the Prestigious University of Twente Netherlands and he also holds a PhD in Geoinformation Science Earth Observation from America University in Temecula California USA between 2008 and 2017 respectively. Currently he is working with the Department of Surveying and Mapping, Federal Capital Development Authority for the last 27 Years and Registered Surveyor of the Federal Republic Nigeria and A member of the Presidential Technical Committee of Land Reform. Dr Bilshakka has attended many courses both within and outside the Country.

Mr. Ben Onyibe

Secretary General


Mr Ben Onyibe attended the Obafemi Awolowo University Ile-Ife, Osun State where he had a bachelor’s degree in computer engineering. He also attended Ambrose Alli University, Ekpoma where he graduated with an MBA in Management. During his practise as a Consultant Systems Analyst, he became fascinated with Geographical Information Systems (GIS) and its ability to resolve multi-faceted challenges in development. He started learning about GIS and after a series of trainings with some establishments, he got admission to the University of Lagos to study Geoinformatics where he graduated with a Masters of Geoinformatics in 2003. He is presently the Managing Director of Support Systems Limited, a GIS Consultancy company with special interest in utilities and the environment. Support Systems Ltd is an ESRI Silver Network Partner that has implemented several Enterprise GIS Projects all over the country, He has consulted for the World Bank, MDAs and several utility companies on GIS Solutions in development.

An enthusiast, a surveyor, a Cartographer and specialist in the field of Geoinformation science and remote sensing of the environment. A career builder and knowledge transfer motivator. Remote sensing Image analyst, Geographic Information System (GIS) analyst, map production and cartographic reproduction, digital mapping and surveying. He studied at the prestigious University of Lagos, Akoka, Nigeria, the International Institute for Geo-Information Science and Earth Observation (ITC) was an institute of higher (tertiary) education located in Enschede, Netherlands, and also the Regional Centre for Tranining in Aerospace Survey (RECTAS) presently known as African Regional Institute for Geospatial Science and Technology (AFRIGIST). He has also worked as the technical coordinator of the map production team of the Nigerian Geological survey Agency and also a reasearch support staff at the department of surveying and Geoinformatics engineering, university of Lagos, Akoka. Hes an enthusiast with passion in the areas of knowledge transfer.
